If you haven't gone and turned it on in your journal, you may not be seeing the nav bar on LJ. What will eventually be different here is that they plan to make it customizable in terms of what the dropdown shows you.

Yes. It's how I keep myself sane by being able to switch quickly between filters. It doesn't serve that function here currently, since they don't have Reading Filters set up yet, but it should eventually do so.

The election to have it on at all and the election to view it all the time are two different tickies in your settings. I'm permanent, and I have it on all the time.
