If you haven't gone and turned it on in your journal, you may not be seeing the nav bar on LJ. What will eventually be different here is that they plan to make it customizable in terms of what the dropdown shows you.
Is that what the navigation bar is for? I don't know whether it's my lj style or my status (Permanent/Early Adopter), but I never had one of those on my flist page (it would sometimes show up on other people's journals, but that was about it). And all I ever saw anyone say about the navigation bar was negative, so I never tried to add it to any of my pages.
Yes. It's how I keep myself sane by being able to switch quickly between filters. It doesn't serve that function here currently, since they don't have Reading Filters set up yet, but it should eventually do so.
The election to have it on at all and the election to view it all the time are two different tickies in your settings. I'm permanent, and I have it on all the time.
