I can't name the writers who began this trend, except Martha and someone else have an epic called Beaches that's infamous (though I've not read it).
I don't know if writers are uncomfortable with the idea of slash, or just can't see a sexual relationship between the two, but the dynamic of the show is so slashy that it's impossible to avoid. So, slash without the sexual relationship = smarm (mirroring the characters interactions on the show).
