Does anyone on my flist know how to make an icon out of a gif?

Because I saw this gif on tumblr* and I want it as an icon so badly:

Making it icon size is doable, but the icon itself, because of the number of frames, would be too large for DW or even LJ, which require an icon be no larger than 40KB.

The only way for it to be 40KB or under is to reduce the icon size to 55x55 pixels.
