Anyone know how to make 'alt' comments for text links?

I'd like to have descriptions for my links, but I don't want to add more text to my pages.

...I think. I haven't updated my site in forever and have forgotten most of my HTML.

I use this code:

<SPAN TITLE="what you want the ALT to say"><a href="address">what you want the link to say</a></SPAN>
