OotP is set in 1995 and England did have a drought that summer. Also, that's the year Emma Thompson and Kenneth Branagh announced their divorce.

Got that info from the Sugar Quill. Good on JKR for that.

I remember that drought. Mmmm, 1995. It was probably unpleasant in some parts of Britain, but in Ireland we were overjoyed. Even in the West of Ireland, it didn't rain for weeks on end!
