I've actually always really loved the Doctor's reaction to the Cassandra/Rose kiss (which seemed similar in degree to his reaction to Reinette 'most famous mistress ever'). He can't even talk right away!
TGitF is such a continuity screw-up. It just... it really is. The characterization of everyone is off and it doesn't fit into the arc at all (which is what happens when the writer of one episode doesn't know the emotional tone of the previous episode).
