He's the singer for the band "Pulp". They had a hit single called "Common People" a few years back.

Go here (http://www.mackers.com/pulpworld/) and check it out. I don't think they're around anymore. Jarvis (the singer) was rather nuts and weird looking. They were on the Velvet Goldmine soundtrack if that means anything to you.
