Doesn't Mean The End of This

All the article means really is that they haven't started dealing with the Russians directly yet. But that doesn't mean that they won't, once they get the financing done. I'm guessing that they want to make sure that they're going to have the money together before they officially approach the Russians with a deal. And they still have time to do that.

And you know, the Russian guy may be prevaricating. It may be that they are in unofficial talks, but the Russians don't want to piss off NASA, so they want to be able to deny it right now, until it's more of a done deal. So, he can say that they aren't in official talks right now, but they are talking behind the scenes.
