Maybe because Torchwood is so much on crack it's hard to take seriously? EXCEPT WHEN IT BREAKS YOU'RE HEART AND YOU KNOW IF YOU DIDN'T CRY IN THE S2 FINALE YOU HAVE NO HEART.
