Agreed. He got screwed over by the Time Agency and then he met the Doctor and Rose (he'd probably follow Rose, too, if she were in this universe -- she's picked up some leadership skills since the last time he saw her and he trusts her) and they made him into a hero. But a great hero is... not the same as a great leader.
